Background
Law is an essential tool in public administration. However, having many laws or laws that create an unreasonable burden of compliance is a problem, becoming an obstacle to the country's growth. Take South Korea, Vietnam, and Croatia as examples. These are countries that have experienced exponential growth following major law revisions.
In the past, the government has recognized such problems and has a policy to facilitate private business operations, develop the country's competitiveness, and attract foreign investment. One of this policy's key tasks is “Study, Analysis, and Review Project of Laws, Rules and Regulations related to Licensing to reduce unnecessary steps or obstacles to the occupation and business of citizens” or the so-called ‘Simple and Smart License” project of "the Legal Guillotine Program."
Thailand Development Research Institute Foundation (TDRI) was assigned to undertake this study by receiving budget support from the government through the Strategic Transformation Office (STO) and Building Reconciliation with the private sector through JSCCIB - Joint Standing Committee on Commerce, Industry and Banking (Thailand)
The legislative review's results of the legal guillotine program and the minimum cost assessment resulted from previous legal practice. If the proposed improvements were implemented they would save the public and the state's costs as at over a billion baht per year, and it would amount to economic recovery without net cost.
The public seminar on “Regulatory Guillotine: Economic stimulus by regulatory reform". is a platform for disseminating knowledge about the legal guillotine with government recommendations. This will be a tool for the recovery of Thai economy to continue without solely relying on capital injection or the occasional economic stimulus which have considerable budgets
